Damp from damp-proof membrane

Background

While replastering, evidence of damp was found on the bricks of a ground-floor wall shared with a neighbor in a terraced house. No bathroom is directly above that wall, no radiator is nearby, and no other obvious potential sources of damp are present. The neighbor was consulted but reported no signs of damp on their side. A damp expert identified the problem as rising damp and injected damp-proofing cream around a year ago. Since then, the wall was replastered and painted, but now the paint is flaking off in two small spots, suggesting the problem has not been resolved.
